All Clear Signal एक Critical Decision है — गलत समय पर देने से जीवन जा सकता है। Authority: (1) CEA OSEP के अनुसार — Only Plant Head या Designated Emergency Coordinator All Clear दे सकते हैं; (2) Shift Engineer नहीं, Supervisor नहीं — जब तक Designated Authority न हो; (3) Emergency Response Team (ERT) Leader का Sign-off — "Area Safe है" Confirmation। Conditions for All Clear: (1) Fire Fully Extinguished — Confirmed, (2) Gas Level Zero — Instrument Verified, (3) Structural Assessment — No Collapse Risk, (4) Missing Persons — All Accounted For, (5) Medical Team — All Injured Attended। Process: ERT Leader → Safety Officer → Plant Head → PA System "All Clear" Announcement। Record: All Clear Time और Authorizing Officer का Name Log में। Workers को Training: "All Clear केवल PA System से सुनें — किसी एक व्यक्ति की बात पर वापस न आएँ।"
